If you have submitted a planning application to Kingston upon Thames Council recently — or you are about to — there is something you need to know before you start counting the weeks.
In November 2025, the council publicly acknowledged a six-week validation backlog in its planning department. That means your application may sit in a queue for up to six weeks before it is even registered as valid and the statutory clock starts ticking. For homeowners waiting to extend, convert a loft, or build a garage, that is six weeks of waiting before the waiting officially begins.

When you submit a planning application, the council does not immediately begin assessing it. First, officers must check that your submission is complete — the right forms, the right drawings, the right fee, the supporting documents required under the council's local validation checklist.
Only once validation is signed off does your application receive an official registration date. That registration date is the starting gun for the statutory decision period.
So if validation takes six weeks, those six weeks are entirely outside the official clock. You could be waiting nearly two months before your application has even formally started.
Under the Town and Country Planning Act 1990 and subsequent regulations, local planning authorities have a statutory duty to decide most householder applications within eight weeks of the valid registration date. Larger or more complex applications — including those requiring environmental impact assessments — have a 13-week target.
Here is the critical word: target. The eight-week period is a statutory performance benchmark, not an absolute legal guarantee that you will receive a decision. Councils that miss it consistently face government scrutiny, and applicants do have a right to appeal to the Planning Inspectorate on the grounds of non-determination once the period has elapsed — but that is a process with its own timelines and costs.
In practice, if Kingston's validation backlog is running at six weeks, a straightforward householder application could realistically take 14 weeks or more from submission to decision. That is more than three months.
The council has not, as of the time of writing, published a detailed breakdown of the causes of the validation delay. The questions that remain unanswered — and that residents should be asking — include:
Planning departments across London have faced recruitment and retention difficulties in recent years, partly driven by salary competition from the private sector. Kingston is unlikely to be immune from that pressure, but the council has not confirmed this publicly.
Since December 2023, the government has allowed councils in England to charge a discretionary fast-track planning fee for householder applications. Under this scheme, an applicant pays an additional fee in exchange for the council committing to a faster decision — typically within five weeks of validation.
Kingston Council has not confirmed publicly whether it operates a fast-track fee scheme. If it does, it would be listed on the planning pages of kingston.gov.uk alongside the standard fee schedule. Before submitting, it is worth checking directly — or asking the planning helpdesk — whether this option is available.
If a fast-track option does not exist in Kingston, applicants have no formal mechanism to jump the queue. Everyone is subject to the same validation backlog, regardless of how straightforward their proposal is.
If your application has been submitted and you are waiting for validation, here are the concrete steps you can take:
1. Check your submission is complete. The most common reason for validation delays is incomplete applications. Review Kingston's local validation checklist on the council website and confirm you have provided everything listed. An incomplete application will sit in the queue and then be returned, resetting your wait.
2. Contact the planning department directly. Kingston's planning enquiries can be reached via the council's online contact form or by calling the main council number. Ask for a specific update on where your application sits in the validation queue and when you can expect a registration date.
3. Note your registration date carefully. Once your application is registered, record the date. Count eight weeks from that date. If that deadline passes without a decision or a request for an extension of time, you have the right to appeal to the Planning Inspectorate on grounds of non-determination. You do not have to use that right, but you should know it exists.
4. Consider agreeing to an extension of time. Officers may ask you to sign a formal extension-of-time agreement. You are not obliged to agree, but in practice refusing can create an adversarial dynamic. If you do agree, make sure the extended deadline is confirmed in writing.
5. Contact your ward councillor. Councillors cannot — and should not — interfere with planning decisions on individual cases, as that would compromise the quasi-judicial process. However, they can legitimately ask questions of the department about resourcing, staffing levels, and the management of the validation backlog. That is a legitimate scrutiny function, and your councillor should be doing it.
Planning delays are not a minor inconvenience. For homeowners, a three-month-plus wait can mean delayed building contracts, increased costs if materials prices move, and genuine stress. For renters whose landlords are extending to add a unit, delays can affect housing availability. For small businesses seeking change-of-use permissions, the wait can mean missed trading seasons or aborted investment.
Kingston Council is managing a projected £18 million budget gap over its current medium-term financial strategy to 2030. Planning departments are not ringfenced from pressure to cut costs. Residents deserve to know whether the validation backlog is a temporary spike or a structural problem caused by under-resourcing — and what the council's plan is to clear it.
The council has 48 councillors across 19 wards, and full local elections are scheduled for 7 May 2026. How the planning department performs between now and then is exactly the kind of operational question that should be on voters' minds.
